Due to rising interest rates, US agencies are considering returning to internal financing to create more flexibility and provide lower rates than outside banks and lenders, according to a Reagan Consulting report.

The consulting firm noted that this search for flexibility and lower rates is creating “an interesting tension” between the agency and its next-generation stock purchasers.
