Less than 1% of the targeted $100bn Loss & Damage (L&D) Fund agreed at last year’s COP27 can secure around $75bn of protection for the smallest, most vulnerable countries currently at risk of losing more than 100% of their GDP from extreme climate shocks, according to David Howden, founder and CEO of Howden.

In a keynote speech given at the COP28 summit, Howden reflected on the COP27 L&D Fund, which he said has the power to protect vulnerable countries and unlock investment in their future.
